The rifle was built by Fulton Armory using an unfired TRW USGI M14 parts kit. The only non USGI part is Fulton's semi auto receiver. The USGI parts kit was unfired, and I have never shot this, so it's effectively a brand new unfired factory rifle.
The Sage EBR chassis was purchased from a national guardsman who bought it from his unit after his deployment in the GWOT. The guard borrowed M14s from the active duty army and purchased their own chassis with guard funds, and at the end of their deployments they had to return the M14s in their original configuration to the active duty army, and the guardsmen were then given the option of buying the chassis itself from the unit. There are subtle differences between the contract chassis and the ones sold commercially by Sage. I don't know how many contract chassis there are out on the open market, but I know it's a very, very small fraction of them.
The stock still has the unit's rack numbers on it. I left them, but they can be easily removed with rubbing alcohol if you don't want them there.
Everything else is clone correct, right down to the scope rings. It has the correct Harris bipod, the KAC bipod adapter, and the correct Sage scope base. As far as I know, all of these parts, including the Mk4 scope, have been out of production for a long time.
All in all, this is as close as you can get to the real thing in the civilian world. It's the only one of its kind I've ever seen. USGI M14 parts are long dried up, and the only ones available now are completely shot up, and many are just outright not available anywhere, even used. Piecing this together in today's market would be outrageously expensive and would probably take years of legwork to get all the parts together.
